United Nations Council Approves Trump's Gaza Strip Peace Plan

The UN Security Council has voted to endorse proposals put forward by the US president for achieving a lasting peace in the Gaza Strip, encompassing the deployment of an global peacekeeping force and a possible avenue to a Palestinian statehood.

Unanimous Backing with Key Abstentions

The resolution was approved by a tally of thirteen supporting, with Russia and China choosing not to vote. Washington's diplomat the American delegate told the council chamber that it charted “a different path in the Middle East for the conflicting parties and all the residents of the area alike”.

Compromise Phrasing on Independence

Addition of mentions to an self-governing Palestine was the price the United States paid for support from the Arab states, who are anticipated to contribute security forces for the multinational unit.

“The transitional arrangements that we embark on today must be carried out in adhering to global standards and upholding Palestinian self-determination,” James Kariuki affirmed.

Netanyahu's Resistance Persists

However, on the brink of the resolution approval, Israeli prime minister Benjamin Netanyahu restated his cabinet's strong objection to the creation of a Palestinian state, creating uncertainty on whether Israel will accept the enactment of the internationally endorsed measures.

Main Elements of the Measure

  • Prompt removal of existing limitations on assistance into the strip
  • Creation of an global security force
  • Progress on restoration and a eventual “avenue to Palestinian independence and statehood”

Unclear Language and Requirements

The inclusion to Palestinian statehood was a balanced insertion to an initial US draft which omitted it. But the language is ambiguous and dependent, stating only that once the PA has undergone changes and the reconstruction of the territory is progressing, “the circumstances may finally be in position for a credible pathway to Palestinian self-determination and nationhood.”

International Feedback

The phrasing did not meet of the firm commitment to the establishment of a independent Palestinian entity beside Israel sought by Arab countries, as well as European council members, but in statements to the chamber after the decision, envoys from those countries said they were ready to support the compromise in the benefit of extending the ongoing cessation of hostilities and prompt actions to assist and secure the 2.2 million Palestinian residents in Gaza.

“We has finally decided to vote in favour of this resolution, a measure that we approve its main goal, namely the preservation of the cessation of hostilities and the establishment of circumstances allowing the Palestinian population to claim their basic entitlements to independence and nationhood,” Algeria's representative declared.

Execution Hurdles

The resolution provides overall oversight authority to a “board of peace” led by Donald Trump, but of undefined composition. This committee has to report to the international body but it is not bound by the desires of the global organization or by the Palestinian Authority.

Furthermore, it demands the creation of a Palestinian technocratic committee that is supposed to run day-to-day governance of the Gaza Strip and the distribution of aid, but it is quite ambiguous who would participate.

Peacekeeping Unit Mission

The mission of the ISF empowers it to disarm and dismantle fighting factions in Gaza, but it is far from clear that possible sending countries would consent to face such groups. No country has to date committed itself to sending peacekeepers.

Additionally the standards for changes to the PA, the requirement towards steps to Palestinian statehood, have been hazy.

European diplomats said they considered it urgent that the names of the expert panel to provide utilities was settled as without delay.
